Xuan's (Deng Chao) real estate project involves reclamation of the sea and threatens the livelihood of the mermaids who live there. The mermaid Shan (Lin Yun) is dispatched to stop Xuan, but they fall in love. Out of his love for Shan, Xuan plans to stop the project.
